Terry Davis has been a leading member of Parliamentary Assembly of the Council of Europe for 11 years.  He knows and understands the organisation through his work in the assembly, on committees and as rapporteur.  Terry has visited 42 of the 45 member countries and will speak for the whole of Europe.  His depth and breadth of knowledge and experience through his work within major international organisations fit him well for the position of Secretary General

The Secretary General is elected by the Parliamentary Assembly, but is responsible to the Committee of Ministers.  Terry’s incisive questioning, his rigorous, yet open and direct approach and his good analytical skills, are necessary qualities which he would bring to this role.  His strong leadership skills and independence of mind are well known and he is highly regarded by colleagues of all parties and countries for his fairness, his integrity and his ability to persuade and negotiate to achieve results.

The role of the Secretary General is not to be a figurehead, but to speak for the Council of Europe and ensure that its work is known and valued as a positive influence wherever there are issues of democracy, human rights and the rule of law.  Terry’s ability to express the values of the Council of Europe and apply them to current issues was illustrated by his speech on Terrorism after 11 September and his speeches opposing the war with Iraq.

Terry Davis also has management experience.  His 14 years as a successful senior manager in industry, including the international oil industry, form a sound basis for the position of Secretary General.  His financial training and expertise, as a manager of a multi-million pound budget, as an auditor in industry and as member of the Public Accounts Committee in Parliament, would be invaluable in managing the limited resources available to the COE.  The Council of Europe employs about 2,000 people.  Terry’s recognised skills in managing human resources and negotiating with trade union representatives are coupled with a good record on equal opportunities - ensuring that more women are represented in senior positions.

Terry believes in the future of the Council of Europe.  He has the ideas, the energy and the experience to ensure that it has a major role in shaping the emerging new Europe.
